Talk to Xezat, so he'll take you to the Barrier Tower.
This Submarine has 2 floors; the floor below is a bedroom where you can rest to fully heal.

Barrier Tower
This is a one-time visit, make sure to collect everything.
There are 3 Blue Magic spells in this tower, two of which need preparation. Remember the errands I asked you to do?
Learn Mix, kill Zombie Dragon for Dragon Fang, and restock Phoenix Down.
On 2F, the chest in the far west corridor has a monster. They are random between one Red Dragon or two Yellow Dragons. The red one has a Blue Magic spell, Level 3 Flare.
So, before you open the chest, make sure that one of your allies has a character level divisible by 3.
Make a quicksave before opening the chest. If you don't get the Red Dragon encounter, reload the game from the quicksave and repeat until you get it.
Blue Magic (22/30): Time Slip
From Traveler
Pretty easy to get. All four equip the Learn ability.
Blue Magic (23/30): Level 3 Flare
From Red Dragon
The Red Dragon cannot cast Level 3 Flare on your party, which is why you need the Mix command to create a Reflect buff status on the Red Dragon to bounce the spell back to your allies.
Preparation:
- At least one of your allies must have a character level divisible by 3 (preferably 3 or 4).
- Change everyone's job to Blue Mage; two Blue Mages with Control ability. You should have a Hypno Crown equipped on one of the Blue Mages to increase control accuracy. One with White Mage ability so you can heal during the battle. The last one with Mix ability.
- At the start of the battle, use Control and mix Phoenix Down + Dragon Fang on the Red Dragon.
- Once successful, control the Red Dragon to cast Level 3 Flare on itself; it will bounce back to one of your Blue Mages. Now you get the magic spell.
- Revive the dead Blue Mage. If the Blue Mage happens to be the controller, you'll have to control the dragon again.
- Wait a bit until the Reflect wears off, then command the Red Dragon to cast Level 3 Flare on itself repeatedly until it's dead. DO NOT use physical attacks on the dragon or you will lose control.
Blue Magic (24/30): Level 2 Old
From Level Tricker
Requires character level divisible by 2 (preferably 3 or 4).
Same strategy as Level 3 Flare. Use Control and mix Phoenix Down + Dragon Fang on Level Tricker, then command it to cast Level 2 Old on itself to reflect back on your Blue Mage.
Tip: you can use Dark Spark to make your level even.

Note: Gold Hairpin is one of the most useful accessories. It lowers your MP consumption by half when equipped.

Boss: Atomos
Guaranteed Drop: Dark Matter
It starts by casting Comet, killing one of your allies, then pulling the dead ally into the wormhole little by little until the body is gone forever during the battle (you cannot use revival items or spells).
You can slow down this process by letting it pull the first dead body closer to itself, then revive him/her. If you do this, it'll cast 2 Comet, killing 2 allies. Revive the one closest to the wormhole and let it pull another body that is farther away.
Quickest Strategy: Dark Spark + Level 5 Death
Normal Strategy:
- Haste is very useful; you want all the speed you can get.
- Zeninage, Titan, Bio, and Comet are all powerful skills/spells that deal great damage to the boss.
- Reset the pull by reviving your ally and letting the boss pull another body instead.
