This town is just north of the Castle of Bal. You won't miss it.
Overworld
On your way to Quelb, catch a frog monster called Kornago with the Catch command (Beastmaster). You'll have to reduce its HP to critical to successfully catch it (easiest to do is using Death Claw - Blue Mage).
Overworld Missable Bestiary
This particular monster is missable later on, so you should collect it now. It spawns around Quelb.
Quelb
All shops and the north gate here are closed for now except the twin houses in the north. So enter the twin house (#1) and examine the north door.
Leave the house to trigger a scene.
Potions:
Enter the inn #2, then sit down next to the wolf in the bedroom.
He'll offer you full recovery and 8 Potions. Repeat this 3 times for a total of 24 Potions.
Requiem:
In the northeastern corner of the town, you'll find 3 wolves running in a circle.
Talk to the first wolf to learn what they are doing and the middle wolf to receive a new song Requiem.
Kornago Gourd:
Examine the well in the southwestern corner, then exchange the Kornago you caught earlier along with 10000 gil with the wizard for Kornago Gourd. This item increases the chance of catching monsters.
Finally, feel free to upgrade your equipment, then leave the town via the northern gate.
