Go to the northeast of the town and give Rosetta Stone to the guy at the graveyard. After the conversation, you can now speak Lufenian.

Lufenia
This is a new town located in the northeast continent of the world map. People in the town speak Lufenian, that's why you have to learn Lufenian first.

Speak to the lady in the bottom-left corner of the southeast section. She'll give a key item Chime.

Mirage Tower - 3F
There is a monster blocking the door, kill it then step on the portal you'll be transported to "Flying Fortress". Note: If you don't have the "Warp Cube", you won't be able to teleport (go back to Waterfall Cavern to get it from the golem).
