Talk to Hilda, then select "Learn -> Palamecia". 

Leave the castle and enter the town.

Enter Paul's house in the bottom-left corner of the town, then talk to Cid, who is standing in the bedroom. 

Leave the town and make your way to getting the airship at Poft.
